Special Adviser on Bureau for Local Government and Chieftaincy Affairs (BLGCA) in Benue State, Mr. Titus Zam yesterday said that the local government councils in the state are currently not operating as third tier of government.

Zam who made the remark while briefing newsmen in Makurdi about the activities of the Bureau under his watch in the past five months, identified frequent change of leadership at the council level as responsible for its inefficiency.
"Benue local government councils are not operating as third tier of government. Frequent leadership does not give enough time to elected officials to settle down and deliver on their electoral promises," he said.

The special adviser said the two-year tenure appropriated for elected council officials in the state was rather too short to stabilise any leadership and make them accountable to the people.
He however assured that the present leadership of Governor Samuel Ortom would look into the matter with a view of ensuring a reasonable time for council leadership to perform.
